Purpose and Scope

AMG Transcend Association recognizes that the qualifications, independence, and appropriate selection of editors are fundamental to the scientific quality, integrity, and credibility of the journals it publishes.

This policy establishes publisher-level principles for the selection, appointment, review, and replacement of editors serving journals published by AMG Transcend Association.

Individual journals may establish additional requirements appropriate to their scientific scope and editorial structure, provided that these remain consistent with the principles of this policy.

2. Selection Criteria

Editors are selected on the basis of qualifications relevant to the scientific scope and editorial needs of the journal.

Selection criteria include, as applicable:

subject-matter expertise relevant to the journal’s aims and scope;

an established scholarly and publication record;

current academic, research, clinical, professional, or other relevant scientific activity;

experience in peer review, editorial work, or scholarly publishing;

ability to evaluate research critically and impartially;

understanding of research integrity and publication ethics;

ability and willingness to manage competing interests appropriately;

commitment to confidentiality, fairness, editorial independence, and responsible scholarly communication;

ability to devote sufficient time to the responsibilities associated with the editorial role.

No single bibliometric indicator, institutional affiliation, academic title, reputation criterion, or citation measure is used as the sole basis for editorial appointment.

3. Selection and Appointment Process

Candidates for editorial roles are normally considered by a group consisting of the Editor-in-Chief and two other editors of the relevant journal.

Candidates are evaluated in relation to the journal’s scientific scope and current editorial needs. The participating editors consider the candidate’s qualifications, relevant expertise, scholarly activity, peer-review or editorial experience, and suitability for the proposed responsibilities.

The reasons supporting or opposing an appointment are discussed by the participating editors. Following this assessment, the proposed appointment is decided by majority vote.

Editorial appointments must be based primarily on the qualifications of the candidate and the scientific and operational needs of the journal. Personal relationships, institutional prestige, citation performance, commercial considerations, or other inappropriate non-scientific considerations must not determine an appointment.

Where a participating editor has a relevant competing interest concerning a candidate, that interest must be disclosed and appropriately managed. An editor with a conflict that could reasonably affect impartiality must recuse themselves from the assessment and decision.

4. Verification and Agreement to Serve

Before an appointment is finalized, the journal verifies, as reasonably practicable:

the candidate’s identity;

current institutional or professional affiliation;

relevant scientific or professional expertise;

suitability for the proposed editorial role;

willingness to undertake the responsibilities associated with the appointment.

Candidates must be informed of the responsibilities associated with the role and are expected to comply with the journal’s and publisher’s applicable requirements concerning:

editorial independence;

confidentiality;

competing interests and recusal;

peer review;

research integrity;

publication ethics;

fair and impartial editorial conduct.

An individual must not be publicly listed as an editor or Editorial Board member before agreeing to serve in the stated role.

5. Scope, Expertise, and Editorial Composition

The composition of a journal’s editorial structure should provide appropriate expertise to support the scientific areas represented within its aims and scope.

AMG Transcend Association and its journals also seek appropriate disciplinary, institutional, geographic, and professional diversity within editorial structures.

Diversity considerations complement, but do not replace, the requirement that individual editors possess appropriate qualifications and expertise.

Editorial appointments must not be made for the purpose of artificially increasing prestige, citation performance, institutional visibility, geographic representation, or other non-scientific indicators.

6. Competing Interests and Editorial Independence

Editors must disclose relevant competing interests and must recuse themselves from manuscripts or other editorial matters where their impartiality could reasonably be questioned.

Editorial appointment does not permit an editor to:

influence manuscripts in which they have a relevant competing interest;

bypass established peer-review or editorial procedures;

use confidential information for personal or professional advantage;

influence editorial decisions for financial, institutional, personal, reputational, commercial, or other inappropriate reasons.

Where recusal is required, responsibility must be transferred to an appropriately qualified editor who has no relevant competing interest and has genuine authority over the editorial matter.

7. Editors Who Are Also Authors

Editors and Editorial Board members may submit scholarly work to a journal with which they are affiliated, provided that such submissions are subject to the same applicable scientific, ethical, and peer-review standards as other submissions.

An editor who is an author, co-author, collaborator, or otherwise has a relevant competing interest in a submission must not control:

reviewer selection;

peer-review deliberations;

revision requirements;

the final editorial decision.

The manuscript must be transferred to an appropriately qualified independent editor with genuine decision-making authority.

The submitting editor must not use their editorial position to influence the assessment or outcome of the manuscript.

8. Review of Editorial Appointments

Editorial appointments are reviewed periodically in relation to the needs of the journal and the editor’s continued ability to fulfil the responsibilities of the role.

Relevant considerations may include:

continued subject expertise and professional activity;

participation in assigned editorial responsibilities;

responsiveness and reliability;

appropriate management of confidentiality and competing interests;

compliance with editorial and research-integrity policies;

changes in the scientific scope or editorial needs of the journal.

Editors are expected to notify the journal of material changes to their institutional affiliation, professional status, or other circumstances relevant to their editorial responsibilities.

Membership of an Editorial Board is not necessarily permanent.

9. Replacement or Removal

An editor may leave or be removed from an editorial role where, for example:

the editor is no longer able or willing to fulfil the responsibilities of the position;

prolonged inactivity materially affects editorial operations;

relevant expertise no longer corresponds to the journal’s needs;

serious or repeated breaches of confidentiality, competing-interest, research-integrity, or editorial policies occur;

inaccurate or materially outdated information concerning the appointment cannot be appropriately resolved;

other circumstances make continued service inappropriate.

Changes to editorial appointments must not be used as retaliation for legitimate independent editorial decisions, scientific disagreement, or good-faith concerns raised about editorial or publishing practices.

10. Publisher and Journal Responsibilities

AMG Transcend Association establishes general standards concerning editorial qualifications, governance, integrity, transparency, and independence.

Each journal, through its editorial structure, remains responsible for:

scientific evaluation of manuscripts;

peer review;

selection of appropriate reviewers;

manuscript-level editorial decisions;

application of journal-specific editorial and ethical requirements.

Administrative or organizational involvement by the publisher in maintaining editorial records, website information, appointments, communications, or publishing infrastructure does not confer authority to override or improperly influence independent scientific editorial judgment.

11. Transparency

Journals must publicly identify their principal editors and Editorial Board members together with appropriate current institutional or professional affiliations.

Editorial information must be reviewed periodically and corrected when roles, affiliations, or membership change.

The publisher and its journals must not knowingly list individuals as editors without their agreement to serve in the stated role.

Public information concerning editorial roles must accurately reflect the journal’s actual editorial structure and responsibilities.

12. Relationship with Other Policies

This policy should be read together with the AMG Transcend Association policies concerning:

Editorial Governance

Editorial Independence and Governance

Management and Qualifications

Peer Review Principles

Conflict of Interest and Competing Interests

Publication Ethics and Research Integrity

Complaints and Appeals

1.
